SEAQiM Representatives Participate in Workshops in Bangkok, Thailand

On 13–14 March 2025, the SEAMEO Secretariat, with funding from the ASEAN-UK Supporting the Advancement of Girls’ Education (SAGE) Programme, organized two back-to-back capacity-building workshops at the Holiday Inn Bangkok Hotel. These workshops, namely the 2nd SEAMEO Policy Research and Publication Capacity Building Workshop and the 2nd SEAMEO Monitoring, Evaluation, and Learning (MEL) Capacity Building Workshop, were designed to strengthen the professional competencies of SEAMEO staff in the areas of policy research, academic publication, and monitoring and evaluation. Recognizing the importance of these areas in improving the impact and effectiveness of educational programs, SEAMEO QITEP in Mathematics (SEAQiM) actively participated by sending representatives to both workshops. Mr. Agus Limbang Wardani and Ms. Lely Dian Puspita attended the 2nd SEAMEO MEL Capacity Building Workshop, while Mr. Gusnandar Yoga Utama and Ms. Uki Rahmawati took part in the 2nd SEAMEO Policy Research and Publication Capacity Building Workshop.

The 2nd SEAMEO Monitoring, Evaluation, and Learning (MEL) Capacity Building Workshop aimed to equip SEAMEO Centres with the necessary tools and methodologies to effectively monitor and evaluate their programs. As SEAMEO transitions from the pilot phase to the full implementation of the SEAMEO Results Framework for FY 2024/25, it is crucial for all SEAMEO units to have a clear understanding of the framework, its key indicators, and the best practices for data collection and analysis. This workshop provided a platform for participants to deepen their knowledge and develop skills in understanding the SEAMEO Results Framework and its indicators, implementing effective data collection strategies, developing practical data collection plans, aligning MEL processes with SEAMEO’s strategic goals, and strengthening collaboration among SEAMEO Centres and Networks. The training was facilitated by experienced professionals from the SEAMEO Secretariat (SEAMES) and MDF, who shared valuable insights and case studies to help participants apply theoretical concepts in real-world scenarios. Through interactive discussions and hands-on exercises, attendees were able to develop actionable strategies to enhance their MEL practices.

Meanwhile, the 2nd SEAMEO Policy Research and Publication Capacity Building Workshop was designed to empower researchers and education professionals with the skills and knowledge needed to conduct impactful policy research and produce high-quality academic publications. In today’s rapidly evolving educational landscape, evidence-based policymaking is essential to address emerging challenges and drive meaningful improvements in the sector. This workshop brought together researchers from various SEAMEO Centres, providing them with a unique opportunity to collaborate, exchange ideas, and refine their research proposals. The sessions covered key topics such as SEAMEO’s Strategic Plan (2021–2030), the SEAMEO Policy Brief Template, best practices in policy research, and effective academic writing techniques. Expert facilitators from SEAMES, ACER, EdTech, and the British Council guided participants through practical exercises to help them strengthen their research methodologies and develop well-structured policy briefs. Additionally, discussions on the importance of disseminating research findings through policy recommendations underscored SEAMEO’s commitment to fostering an evidence-driven approach in regional education policies.

Both workshops provided invaluable learning experiences, equipping participants with the knowledge and skills necessary to enhance their respective fields. The sessions not only deepened participants’ understanding of monitoring and evaluation principles but also reinforced the importance of research-driven policy development. Through collaborative learning and expert guidance, SEAQiM representatives gained new perspectives and practical insights that will contribute to the continuous improvement of the Centre’s programs and initiatives.

SEAQiM remains steadfast in its commitment to fostering high-quality research, robust monitoring and evaluation processes, and impactful policy development. By actively engaging in capacity-building initiatives such as these, SEAQiM strengthens its role within the SEAMEO network and contributes to the overarching mission of advancing education across the region. Moving forward, SEAQiM will continue to leverage the knowledge and skills gained from these workshops to enhance its programs and ensure meaningful, sustainable educational outcomes.
